The image shows Winch standing and holding out a printed cartoon image of an angry man holding a mask in front of himself. Behind Winch is a sign hanging on the wall that reads, “NOT[ICE?] / Po… / NO SM[OKI]NG / IN M…” An elderly woman wearing a large cap is visible to the right. She is sitting at a desk laughing with a newspaper open on it. Two men and a woman are visible to the right of the elderly woman.
